The Research and Development Center respectfully and warmly welcomes His Excellency, Her Excellency, ladies and gentlemen, monks of all ranks, and beloved students and university students!

Why is it necessary to conduct research, and what benefits does research provide to students and society at large? To answer this question, we must first ask: What is research? According to John W. Creswell, Robert K. Yin, and Earl Babbie, research is defined as a systematic process with a clear objective—to discover new knowledge or to clarify and enhance existing understanding. Research is highly important for individuals and for society because it serves as a foundation for development and the creation of new knowledge, leading to progress across various sectors, including: (1) Scientific and Technological Development:
Research contributes to the advancement of science and the creation of new technologies. This supports national development by enabling the production of new products and services that improve quality of life; (2) Enhancement of Literacy and Knowledge: Research strengthens our understanding of different fields such as economics, society, culture, and the environment. It is an essential source of learning and teaching in schools and universities; (3) Economic Growth: Research helps create job opportunities and drives investment. It improves productivity and promotes the efficient use of resources; (4) Health and Medicine:
Medical research leads to the discovery of new treatments and vaccines. It contributes to reducing mortality rates and improving public health overall; (5) Cultural and Environmental Preservation:
Research helps preserve national culture and traditions. Environmental research, in particular, identifies ways to protect forests, water sources, and other natural resources; and (6) Policy Development and National Governance: Research provides vital information for decision-makers and supports the development of effective policies in various sectors.

Research plays a key role in bridging knowledge, science, and socioeconomic development. For these reasons, the Research and Development Center has established a vision and mission to promote and support research as a vital element in the advancement of both individuals, society and the nation.

History
Research and Development Center was established in 2007, in alignment with the administrative structure of the National University of Battambang (NUBB). Its purpose is to promote and support all research activities within the university by improving the quality and efficiency of research management systems. The center has set its own vision, mission, and objectives in response to those of the university. The Research and Development Center has been assigned four main roles: (1) Monitoring and evaluating the implementation of development projects, (2) Training researchers within the university, (3) Coordinating research and development-related tasks in collaboration with faculties and institutes under the National University of Battambang, and (4) Disseminating research outputs from the university and other research works.

Vision

The Research and Development Center aims to become a leading institution in research in the fields of natural sciences and agriculture, science and technology, environment, and education, in order to meet the societal and economic needs of the country, especially in the northwestern region of Cambodia.

Mission

To achieve the above vision, the Research and Development Center carries out the following missions:

  • Ensure the establishment of a comprehensive research management system to achieve research outcomes in priority areas identified in the 10-Year Strategic Plan (2021–2030).
  • Guarantee high-quality student graduation, equipping them with research skills to meet labor market demands
  • Develop university-based researchers capable of responding to economic, social, technological, and industrial changes, and able to seize opportunities for economic and social development.

Organizational Structure

The Research and Development Center is currently led by Acting Director Mr. Da Vuthea, who is responsible for overall management.  Deputy Director Ms. Vong Sokhavy is in charge of project management, and          Mr. Bo Bunnara is responsible for general administrative work. The center operates under the direct supervision of Vice-Rector Mr. Tep Neavea.

1. Research and Publication Tasks
1.1 Cambodian Journal of Multidisciplinary Research and Innovation

Cambodian Journal of Multidisciplinary Research and Innovation (CJMRI) was established in 2025. The vision of this journal is to become a leading academic journal in Cambodia and with the local region, promote multidisciplinary research and innovation that contributes to social and economic development and transformation, knowledge economy, and solve various issues both locally and globally.

The journal focuses on promoting academic excellence, advancing innovative research, and fostering knowledge in various fields of expertise, as outlined below:

1.2 Electronic Thesis and Dissertation (ETD)

Electronic Thesis and Dissertation (ETD) initiative was launched in April 2025. The vision of ETD initiative is to transform the accessibility and dissemination of students’ and researchers’ scholarly outputs through innovation and digital publication. Its key objectives are: (1) To expand the global sharing of knowledge. (2) To promote accessibilities to research outputs through an open-access system. (3) To provide students and researchers across the country and worldwide with the benefits of diverse research works, contributing to the development of their knowledge. (4) To ensure long-term preservation of research works through digital storage, safeguarding them for future generations. Currently, we have organized and stored a total of 100 theses and dissertations within the ETD system.

1.3 Encouraging the Publication of Research Articles, Theses, and Dissertations

The Research and Development Center plays a role in collecting and encouraging researchers from all disciplines and levels to compile research articles in scientific fields at both national and international levels.

Up to the present, the National University of Battambang has collected and published various types of articles related to education and agriculture. Theses and dissertations from outstanding students are encouraged to published to this Journal in a purpose of promoting students’ research in the University.

With this reward, National University of Battambang has created rule and policies to motivate top 3 students in each fiels whose theses will be published in this journal and keep for the next generation resources. Their work is preserved in book format in the university library to serve as reference materials for future generations of students.

1.4 Student Research Projects for Graduation

​​Research and Development Center coordinates the technical aspects of writing research papers, theses, and dissertations for students completing their Bachelor’s, Master’s, and Doctoral degrees through research activities. In this regard, the Center works closely with training departments and relevant offices regarding procedures and operational processes—ranging from proposal submission and writing to final defense.

As of 2025, the Center for Research and Development has coordinated the graduation research work for undergraduate, postgraduate, and doctoral students, successfully completing 17 cohorts of research theses and dissertations.

2. Project and Funding Activities
2.1 NUBB Seed Grant Initiative

NUBB Seed Grant Initiative was established on February 28, 2025, with the aim of amplifying number of research outputs and enhancing the quality and effectiveness of education and research at the National University of Battambang. The university has organized the provision of research grants to support the following key areas: Teaching and Learning Research Support – research that contributes to improving teaching and learning capacity.

Policy Research Support – research that responds to labor market demands and supports social and economic development.

University Linkage Research – research aligned with labor market needs, and social and economic development, used by higher education institutions and industries.

The university has provided small grant funding for three projects with a grant amount of 16 million Riel each, and one big grant project with a grant amount of 40 million Riel.

The Center for Research and Development is responsible for organizing and monitoring the implementation of the projects and reporting to the Project Management Committee Chairperson.

2.2 Project Monitoring and Evaluation

Center for Research and Development is currently responsible for monitoring and evaluating projects, including a key project funded by the World Bank, namely the Higher Education Improvement Project (HEIP).

The primary duty of the Center is to report on the progress of project implementers to the Rector and other relevant stakeholders. This is to assess and achieve the expected outcomes of the projects, with the purpose of improving and evaluating project operations within the university for greater effectiveness.

3. Training and Capacity Building
3.1 Researcher Training Programs

Center for Research and Development is currently organizing training programs for students and staffs of NUBB with the aim of building their capacity to become researchers who can contribute to the development of the country.

3.2 National and International Workshops and Conferences

Center for Research and Development has organized a dissemination workshop on the principles and procedures for writing theses and dissertations for main supervisors, co-supervisors, and students of the National University of Battambang. The aim of this workshop is to provide participants with the necessary knowledge and understanding related to the preparation and writing of theses and dissertations for the completion of their academic programs.
